The village of Moreda in the Serra do Courel in the province of Lugo has seen an 80% decrease in its population over the last century and the consequent reduction in agricultural activity has created new ecological and social problems. In order to reverse this trend, economic incentives, both traditional and innovative, are needed. A three-tier project has been designed which will provide the basic infrastructure and services for the village, then develop silvopastoral systems by introducing indigenous livestock and tree species and finally promote a sustainable timber industry, gradually replacing pine trees with indigenous forests.
